Sleazy died in his sleep on Nov 24 2010. Shortly before his death he recorded this characteristically eccentric ‘final transmission‘ from Thailand, a country which he notes “has more people wanted by [Britain's] Special Branch than any other.” This is because Thailand is a CIA protectorate. As the Asian Human Rights Commission noted in Jan 2008:
The police force that exists in Thailand today is for all intents and purposes the same one that was built by Police General Phao Sriyanond in the 1950s. It ran the drug drade, carried out abductions and killings with impunity, and was used as a political base for Phao and his associates. Successive attempts to reform the police, particularly from the 1970s onwards, have all met with failure despite almost universal acknowledgment that something must be done.

I’ve no idea whose face it is. It isn’t Lama Gyurme, who you can find other youtube videos of and who looks to be about 60. But the idea of a boy lama is not absurd; there are tulkus (reincarnations).
By the way, it’s nice to find that the expressions ‘ma’ and ‘pa’ are global. Practitioners of each of the four main schools of Tibetan Buddhism are known as ‘ma’ or ‘pa’ depending on their sex. Thus, you have Gelugmas and Gelugpas, Sakyamas and Sakyapas, Kagyumas and Kagyupas (with Karmamas and Karmapas as a subdivision), Nyingmamas and Nyingmapas. The Nyingma school is the oldest, the most steeped in magic, and also the most resistant to formal organisation of any sort
