What I mean, they’re “at the reins” in the cartoon, but I think it would be naive to imagine that they actually determine US foreign policy. I always think of public politicians as a specialised sort of performing artists, equipped to read from a teleprompter and extemporise to a very limited degree, but basically just actors – RB
