You’re right. It doesn’t make sense if it’s moving. I had the idea it wasn’t because then it would mean something.Now I just don’t know.

The lines (motion marks) indicate earlier position. The bear is moving down, EU sliding toward Uncle Sam who is moving up. The bear is holding the handle, nothing more I think. Not sure wth it means.
I think he should have left out the motion marks.
