State Dept: Renamed AQ Not A Terrorist Organization, Can Receive CIA Supplies

Max Abrams, a professor who works about terrorism, came up with this new definition of “terrorism.” The final part is “new” to those who have not learned from history and the many occasions of Pindo support for typically extremely right-wing terrorist organizations like the “contras” in Nicaragua, OUN fascists in Ukraine or Jihadi Mujahedin in Afghanistan. It can indeed be argued that Pindostan created AQ as well as Daesh. But let’s just be happy that people get again reminded of the issue. Prof Abrams’ remark came after a report by the Canadian CBC which found that Pindostan has not designated AQ’s recently renamed organization in Syria as a “foreign terrorist entity”. HTS rules the Syrian city and governate of Idlib.

Pindostan offered a $10m reward (official pdf) for Abu Muhammad al-Golani the founder al AQ in Syria, Jabhat al-Nusra and Jabhat Fatah al-Sham. But the organization which he leads as its official military commander, the Hay’at Tahrir al-Sham (HTS), is not on any Pindosi or Canadian terrorist entity list:

The Syrian branch of AQ, currently calling itself Hay’at Tahrir al-Sham (HTS), has succeeded in getting itself off Canada’s list of designated terrorist entities following its latest identity shift. … in January of this year, the group shifted again, nominally dissolving itself and joining with four other Jihadi groups. It altered its name, changing the word “Jabhat” (Front) to “Hay’at” (Organization), and “Fateh” (Conquest) to “Tahrir” (Liberation). The State Dept did issue a statement in March, in Arabic only, branding HTS a terrorist group. But the State Dept’s Nicole Thompson told CBC in an email: “Though closely affiliated with al-Nusra, Hay’at Tahrir al-Sham is not a designated terrorist organization. The statement you found should have said al-Nusrah Front and has been corrected.” Al-Nusra, however, no longer exists.

The non-designation will make it more difficult to prosecute members and supporters of the organization. Donations and other support to HTS are now legal. While Nusra and HTS had claimed to no longer be part of AQ, but never retracted their oath to it, scholars within those organizations frequently argue for and publicly admit the connection. No professional working on the issue denies that HTS is part of AQ and a terrorist group. But, apparently, the State Dept does.

The CBC speculates why HTS is not or is no longer designated:

The reasons for the reluctance to list the new AQ formation may have to do with one of its new members, the Nur’ed-Din Zenki Brigade, a Jihadi group from the Aleppo governorate. The Zenki Brigade was an early and prominent recipient of Pindosi aid, weapons and training. Zenki was cut off by the State Dept only after AI implicated them in killings of Orthodox Christian priests and members posted a video of themselves beheading a young boy.

A different reason seems more likely to me. Providing material support or resources to designated Foreign Terrorist Organizations is prohibited under federal law. Non-designated groups can be supplied and otherwise supported. As long as HTS is not designated as terrorist group the CIA or anyone else can supply it with weapons and money without using any “FSA” cut-outs in-between. The cut-out scheme was used and worked well when many groups like the Zenki Brigade, then hailed as liberating heroes, delivered the CIA supplies as tribute to Jabhat al-Nusra and Daesh or fought battles on their side. But the number of FSA groups has dwindled. Many closed shop, fled to Europe, or have joined either al-Nusra (in form of HTS) or the competing Ahrar al-Sham terrorist organization. A direct supply line to AQ is more convenient and will incur less losses along the way. As long as HTS is not officially designated it will likely continue to have access to CIA delivered TOW anti-tank missiles and other heavy supplies like artillery munition. It will continue to prepare for new attacks on Syrian government forces and Syrian civilians. The Syrian government and its allies must stay alert on the issue and work on additional ways to interrupt any deliveries.

Israeli minister calls for assassination of Syria’s Assad

Housing Minister Yoav Galant called for the assassination of Syrian President Bashar Assad following the reports of the regime using a crematorium to hide their atrocities outside Damascus. Galant, a former major-general in the IDF and a current member of the National Security Council, said on Tuesday at a conference in Latrun:

The reality in which people are executed in Syria, being hit deliberately by chemical weapons, their bodies being burned, something we haven’t seen in 70 years, we are crossing a red line and it is time to eliminate Assad, literally.

Earlier on Tuesday, in an interview with Army Radio, Galant charged that the rule of the Assad regime was the worst since the Nazis led by Adolf Hitler in Germany during WW2. He told Army Radio:

What is happening in Syria is defined as genocide, under all its classifications.

He said Israel wants to see the Assad and his Alawi regime fall from power and be replaced by a moderate Sunni ruler. The State Dept on Monday accused the Assad regime of having constructed a crematorium at the notorious Sednaya military prison near Damascus to burn the bodies of prisoners that continue to be executed inside. Assistant Sec State Stuart Jones said:

Beginning in 2013, the Syrian regime modified a building within the Saydnaya complex to support what we believe is a crematorium … we believe that the building of a crematorium is an effort to cover up the extent of mass murders taking place in Sednaya prison. These atrocities have been carried out seemingly with the unconditional support from Russia and Iran.

According to Galant, while it is unclear whether or not the crematorium was in use for all those years, it is imperative that something must now be done. The Obama administration made a “strategic mistake” Galant said by “deviating” from the course of supporting Sunni countries in order to try to come closer to Shi’ite countries, something which Galant said is different in the Trump administration. Galant said:

Up until a year-and-a-half ago, Syria looked like it was heading towards a Sunni rule, but following the Russian intervention, who used methods first used in Chechnya such as blockading cities while continuing aerial bombardments, the will of the rebels to fight was broken and the tides turned. But while the Russians are currently backing Assad, they realize the importance of the region and understand who they are aligned with. They realize that once the war is over there will still be 20 million Sunnis in Syria who will be wanting to avenge their dead and the Russians know they will be a target, and will seek avenues to make relations better with the Sunnis, including sacrificing Assad. The major threat to Israel remains Iran, which wishes to open up a Shiite land bridge from Tehran through Iraq to Damascus in order to get to Israel. What is behind Syria is Hezbollah, who is backed by Iran. Iran is a danger to the security of the entire world. Iran is the problem, not the solution. When we get the tail of the snake we can get the head in Tehran too.

    I cannot help but marvel at Galant. He wants to save the Syrian people from Assad. And it seems the Syrians are the Jews of Europe in 1943. Who could have guessed Israel would be the saviours of Syria?
