    To be scrupulously fair, Begala wants to ‘blow up’ Russia’s intelligence agencies, which have been making fools of their US counterparts. Discount his TeeVee hyperbole, and the grain of truth remains: you can demolish and destroy a clandestine service without bombs.

    CIA, for example: you could tear it into a thousand pieces and scatter it to the four winds with a concurrent resolution of accession to the Rome Statute. At a stroke it’s open season on CIA criminals worldwide. Piece of cake – no two-thirds majority, no Senate committee stranglehold. It’s open season on spies now in the special case of CIA torture and disappearance, but accession would extend that to persecution, murder, war crimes, and aggression too. Or any competent secretary of state could go along with the world and codify state responsibility for internationally wrongful acts. Then CIA criminals subject the US to liability for reparations, restitution, compensation, and satisfaction, imposed by adjudication or arbitration with interest that mounts until the legal judgment is accepted. CIA quickly becomes unaffordable, and its command structure is subject to prosecution by negotiated settlement.

    If Trump had picked a competent diplomat instead of Tillerson, CIA could have been reeling in blind panic now instead of stampeding the country to war.
