Russia demands immediate return of diplomatic property

Russia is demanding the immediate return of diplomatic properties seized by the Obama administration. The Kremlin has accused Pindostan of setting conditions on the return of the compounds in New York and Maryland. Obama ordered their seizure in December as well as the expulsion of 35 Russian diplomats. Deputy foreign minister Sergei Ryabkov will meet Under-Sec State Thomas Shannon to try to thrash out a solution on Monday. Sergei Lavrov was also reported as saying on a visit to Belarus that “anti-Russian feeling” in Pindostan meant it was not certain that Moscow and Faschingstein could agree on key global issues. Kremlin spox Dmitri Peskov said:

We consider it absolutely unacceptable to place conditions on the return of diplomatic property, we consider that it must be returned without any conditions and talking.

Putin raised the issue with Trump when they met for the first time at the G20 summit in Hamburg this month. Obama said Moscow was using the compounds for “intelligence-related purposes.” Putin held off from retaliating at the time and said he would wait to see how Trump reacted after he came into the White House. However, hopes that Trump will soon act on his campaign pledges to boost relations have faded as any ties to Moscow have become toxic. Russia is intensifying its threats that it could now retaliate by blocking a country house and a storage facility used by the Pindo Embassy in Moscow. Lavrov said last week:

If Faschingstein decides not to solve this issue, we will have to take counter actions.

Foreign Ministry spox Maria Zakharova complained that Pindostan was also refusing to issue visas for Russian diplomats to replace those expelled.

MOSCOW – The Kremlin said on Monday it hoped the Trump administration would find the political wisdom to solve a diplomatic dispute with Moscow over the seizure of Russian diplomatic property in Pindostan. Obama ordered the seizure of two Russian diplomatic compounds and the expulsion of 35 Russian diplomats in December over what he said was their involvement in hacking the 2016 Pindosi presidential election campaign, something Russia flatly denies. Russia has said too many Pindo spies operate in Moscow under diplomatic cover and has said it might expel some of them to retaliate over the incident. It has said a lot will depend on the outcome of a meeting in Washington later on Monday between Russian Deputy Foreign Minister Sergei Ryabkov and Under-Sec State Thomas Shannon. Kremlin spox Dmitri Peskov told a conference call with reporters:

We still hope that our Pindosi colleagues will demonstrate a certain political wisdom and political will.

Peskov said any preconditions to return the property would be unacceptable for Moscow and said Faschingstein’s failure to hand back the compounds ran counter to international law. He declined to discuss what steps Russia would take if the meeting between Ryabkov and Shannon failed to resolve the row.

Shortly after CNN reported late on Monday that according to Russian deputy foreign minister Rybakov, the Russian government was “almost” at a deal on getting back property seized by Pindostan, the Russians rejected the report, instead saying that Pindostan must return the seized properties after diplomatic talks with Pindostan in Faschingstein ended without a deal, with the Russian Foreign Ministry saying that Moscow reserved the right to take “retaliatory measures.” The ongoing “diplomatic row,” as Reuters puts it, regards the Dec 2016 seizure by Obama of two Russian diplomatic compounds and the expulsion of 35 Russian diplomats over what he said was their involvement in hacking the presidential election campaign. The Russian foreign ministry statement said:

The Russian side stressed (in the meeting) that if Washington does not remove this and other irritants, including continued obstacles to the work of our diplomatic institutions, we reserve the right to take retaliatory measures based on the principle of reciprocity.

Bloomberg reports that Russian Deputy Foreign Minister Sergei Ryabkov discussed the “Illegal” seizure of diplomatic properties near New York and Washington at talks with Under-Sec State Thomas Shannon in Washington on Monday. The Russian Foreign Ministry said in a statement on Tuesday that Moscow reserved the right to take retaliatory measures after the meeting ended without a deal on returning thre seized Russian diplomatic property. Moscow had said a lot would depend on the outcome of the meeting, but the Foreign Ministry said in a statement on Tuesday that a resolution to the problem had not yet been found. Ryabkov said that Russia could impose retaliatory measures soon if Pindostan does not return the seized property. Recounting his talks with Shannon in Washington on Monday, he noted that Moscow rejects the Pindosi position that it seized the Russian diplomatic compounds in Maryland in New York in Dec 2016 legally. Ryabkov said the date of his next meeting with Shannon would depend on progress with the seized diplomatic property:

The longer that Pindostan persists, the less likely a solution could be found that does not infringe on interests, including theirs. There is an understanding that contacts at this level and in this format will be continued. We will agree on the date as the situation becomes clearer around our diplomatic property and as the Pindosi side’s reaction to our ideas comes in. Our agenda was not solely centered around the issue of Russia’s diplomatic property in Pindostan. The agenda of the meeting was much broader. There were signals that Moscow and Faschingstein could work more constructively on certain issues. There is evident intent of Moscow and Faschingstein to broaden their common stances on some issues and to work more constructively than before. We conveyed certain specific ideas on these questions to the Pindosi side and will wait for its reaction.

Russia said it also wanted to resume regular dialogue with Pindostan about strategic stability too, it said, saying it was up to Faschingstein to make a move on the issue.
