i think shoigu has won the argument with putin about how to handle this

Russia says Israeli role in Syria plane downing was premeditated
Al-Jazeera, Sep 24 2018

The Kremlin has accused Israel of “premeditated actions” over the downing of a Russian plane in Syria last week, warning it will harm relations between the two countries. Kremlin spox Dmitry Peskov told journalists on Monday:

According to information of our military experts, the reason were premeditated actions by Israeli pilots which certainly cannot but harm our relations.

Peskov’s remarks followed an announcement by Russia’s Defence Minister Sergei Shoigu that Moscow will be sending an advanced S-300 air defence system to the Syrian military as well as jamming communications of any military planes that attack Syria from over the Mediterranean. On Sep 17, a Russian Il-20 plane was hit by a Syrian S-200 air defence missile when it was landing following attacks by Israeli F-16 planes of western Syria. Moscow blamed the friendly fire incident on Israeli pilots using the larger Russian plane as cover. Peskov said:

Russia, in this case, is acting in its interests only, these actions are not directed against third countries, but towards defending our own military.

Al Jazeera’s corespondent in Moscow said:

The S-300 was a deal that had been signed with Syria in 2013, but Israel put its foot down on negotiation with Russia and Russia decided that it was going to hold off delivering these units. In the aftermath of the events last week, in which a Russian plane was shot down in the area over the Syrian coast, Russia has obviously decided to go against that agreement with Israel. The Russian defence ministry is very angry at Israel. The Kremlin seems to be wanting to play the issue down.

The incident was also the worst case of friendly fire between Russia and Syria since Moscow’s military intervention in the country in support of Pres Assad’s forces in Sep 2015. Since intervening in Syria’s war, Russia has generally turned a blind eye to Israeli attacks inside the country. Israel has carried out about 200 air raids in the last two years, according to Israeli officials. For several years, Israel and Russia have maintained a special hotline to prevent their air forces from clashing in the skies over Syria. Israeli military officials have previously praised its effectiveness.

In short, supply of S-300 to Syria. Russia at the first stage will supply to Syria of two to four regimental kits of S-300 and later their number will be increased to 6-8. All air defense systems of Syria will be United in uniform system on the basis of developments of the concern “Almaz-Antey.” As stated by former air force commander Bondarev, S-300 will be deployed in different parts of Syria. In addition, Russia transferred additional fighter aircraft (8 Su-30 and Su-35) to Khmeimim, to cover the deployment of new defense systems. Additionally, Krasukha-4 will be deployed to Syria. Netanyahu again called Putin and said that Israel has nothing to do with the death of Il-20, but judging by the supply of air defense systems to Syria, the issue has been resolved and the Israeli justifications are not considered as significant. The media in Israel refuses to discuss that hints at the fact that after yesterday’s briefing of the Defense Ministry, the Israel with their “arguments” are very liquid wrought and turned offensive. The Israeli Defense Minister, Lieberman said that Israel would continue to bomb Syria. This is a natural reaction from the state which officially supports terrorism in Syria, and which cannot accept the fact that strategically in Syria, Israel has already lost. Russia has no option not to use S-300 in Syria, as it would mean losing face. So with very high probability, these complexes can be pointedly applied to the attempt of Israel to start air strikes in the areas where the Russian military are. The Defense Ministry also announced that these complexes will be applied against aircraft of the Pindo coalition to protect Syria from unprovoked attacks. In addition, the IAF said they could send so many missiles to Khmeimim that the Russian air defense couldn’t shoot down everything. I think the hour is not far off when we shall remind Israel of the possibilities of rocket complexes of strategic purpose with multiple nuclear warheads. Anyway, Gopnik the inadequate (Гопников-неадекватов) will have to return to reality. Of course, in light of this, it is all the more incredible that Iran and Hezbollah will end their presence in Syria. On the contrary, after the hysteria of Israel, we can expect further strengthening of the Iranian position in Syria, Iraq and Lebanon and the growing capacity of Hezbollah, which is the best evidence of the success of the policy of Netanyahu, which has now pushed Israel to direct confrontation with Russia, deprived even of the freedom of action which it more recently had. Perhaps in the light of such developments, it makes sense to consider the options to supply modern air defense systems to Iran, who will buy them.

Erdogan announced that Turkey would take steps to create “safe zones” to the east of the Euphrates, that is directly on the site of Rozhava, which is under the control of Pindostan and the Kurds. For a while this rhetoric had disappeared from the Turkish military & political mainstream, but after the Idlib deal, it has returned. Previously it was stated that we could expect further steps by Turkey against the YPG in Rozhava and that that might be part of the non-public arrangements for the Idlib deal, especially because the idea of ousting Pindostan from Rozhava interested not only Russia and Turkey, but also Syria and Iran. Let’s look at a practical aspect of this rhetoric of Erdogan, especially because he still has to resolve the issue of Idlib, where fighters refusing to fulfill the deal. It makes an operation of the Turkish army in Rozhava unlikely while the situation in Idlib remains not controlled. The leadership of the YPG said in response that he wants to see Idlib back under the control of Damascus, and Turkey’s fighters removed from Syria. Pindostan has announced via Bolton that it will not end its occupation of Syria, while the troops of Iran remain outside Iranian borders. Pindostan does not care about the fact that the Iranian military are in Syria at the official invitation of the legitimate Syrian government, while Pindostan is there in violation of international law, illegally occupying the territory of a sovereign state. The hypocritical guise of “fighting Daesh” is completely rejected, as untenable. If Erdogan is able to intensify pressure on the Pindo position in Rozhava within the framework of the Idlib agreements, we can expect a general rising tensions around the Pindo zone of occupation. Iran obviously will not go away from Syria, nor will Hezbollah, which has already announced that at the request of Damascus it will continue to act in Syria after the war.

According to several reports, the S-300 is already deployed in Hamim, as well as additional electronic warfare equipment. The high activity of military transport aviation of the Russian Federation on the Syrian route indirectly confirms the already ongoing transfer of additional equipment and specialized equipment. Former air force commander Bondarev of the Russian Federation called for the establishment of a no-fly zone over Latakia, which would ensure the safety of the Russian military in Khmeimim and Tartus. In my opinion, it is a reasonable proposal, although officially this position is not confirmed and is a personal point of view of the former commander-in-chief. Netanyahu called Putin about the S-300, but the Kremlin replied in the same spirit that previously voiced by the Ministry of Defence, to blame Israel for the incident, saying the appearance of S-300 in Syria is the consequences of Israel’s actions, Russia will take the necessary steps to protect its servicemen. It should be noted that Turkey continues to provide air corridors for the Russian side to get to Khmeimim, which is why the Russian air force now has two stable routes, through Iran and Iraq or through Turkey.

Negotiations are continuing on the provision of temporary access of Turkish planes to Syrian airspace for the period of elimination of HTS/Nusra in Idlib. According to Syrian and Turkish sources, disacussion is continuing about a limited time period for the action of the Turkish aircraft and UAVs, or about selected corridors where they can act. At the moment Turkey is not committing any serious violations of its obligations in this matter. The use of Turkish aircraft and UAVs in Afrīn was prenegotiated in private talks about Afrin with Russia. At the moment, Turkey continues to move additional tank units and mechanized brigades into Hatay province and northern Idlib, which may be needed for operations against HTS/Nusra in central and southern Idlib. If it comes to that, in the first stage, Turkey will try to solve the problem of fulfilling its obligations with the support of armored vehicles and aircraft, due to actions under the control of militants acting as cannon fodder. In Afrīn, Turkey’s trick failed and they had to introduce a large force of specialized units and combined armored units into their struggle against the YPG. It is believed that with HTS/Nusra, a little blood does not work.

In Idlib, the process of the recitation of evidence of failure to fulfil the bargain between Erdogan & Putin continues. Some Jihadis have already agreed, some refused, some are hesitating or bargaining. The Turks are engaged in active explanatory work, as a result of which a number of radicals have already repainted themselves in a more “moderate” color and agreed to accept formal Turkish control. But this is only a small part of the mass which is necessary to rein in. As long as the sorting process continues, HTS/Nusra will do everything possible to prevent the exit of residents of Idlib to the territory of Assad, since this process destroys the myth of the “free state” to which people are fleeing the “bloody tyrant Assad.” From the outskirts of Idlib, Syria contributes propaganda saying the war is over and people can return to their homes, showing footage of the reconstructed houses and infrastructure in Aleppo. As long as the operation in Idlib is postponed at least until mid-October, some of the troops from northern Hama Province were sent to the south, where the SAA continues to sweep the desert from residues of Daesh troops and Jihadis while Pindostan bombards them from at-Tanf, where Pindostan over the last few months has increased its contingent and continue the process of preparing the Jihadis to continue simulation “resistance to Assad” under the guise of “fighting Daesh.”

The death of Il-20 on the radar of s-400
Colonel Cassad, Sep 24 2018

The Ministry of Defense of the Russian Federation has published the data of air defense systems S-400, which demonstrate how an Israeli F-16 is right behind th Il-20 at the time of the firing of the S-200 air defense missiles. This is the price of official lies by the State of Israel: their claims that the Syrians were firing in all directions, and that all the F-16 had long since left the area, and should have been easily identified.
