Demagogs’ report confirms anti-Russia axis of impeachment inquiry
Barry Grey, WSWS, Dec 4 2019

In a party-line vote on Tuesday, the Demagog-controlled House Intelligence Committee (HPSIC) approved the majority report on the impeachment inquiry against Pres Trump. All of the Demagogs on the committee voted in favor and all of the Thugs voted against the Demagogs’ report. The Thugs unanimously endorsed a minority report that was released on Monday. The HPSIC report will now be referred to the House Judiciary Committee, which is expected to hold a number of hearings and then draw up articles of impeachment. On Wednesday, the Judiciary Committee will hold a hearing on the historical and political basis for impeachment, taking testimony from four prominent law school professors. Once approved by the Demagog majority on the Judiciary Committee, the articles of impeachment will be brought to the floor of the House for a vote. As of now, it is anticipated that the House will vote to impeach Trump before the end of December, after which the matter will go to the Thug-controlled Senate for a trial. Trump’s conviction and removal from office, which require a two-thirds vote by the Senate, is considered extremely unlikely. In announcing the release Tuesday afternoon of HPSIC’s majority report, committee chairman Adam Schiff said:

This is not about Ukraine. It is about our democracy.

The exact opposite is the case. The Demagogs’ 300-page report is all about Ukraine and the central role it occupies in the geo-strategic operations of Pindostan directed against Russia. It has nothing to do with the defense of democratic rights. The basic argument the document makes is that by temporarily withholding military aid and diplomatic support from the right-wing anti-Russian government in Kiev, in an attempt to bully Pres Zelensky into announcing a corruption investigation against Hunter Biden, the son of Trump’s potential opponent in the 2020 elections, Trump had undermined Pindo natsec. The latter term is a euphemism for the global interests of Pindo imperialism. Behind the phrases about “abuse of power” and placing “personal and political interests” above the interests of the “nation,” Trump’s real crime, the document makes clear, is drifting from the aggressive anti-Russian posture adopted by the Obama administration and supported by the dominant factions of the military, intelligence and foreign policy establishments.

The document cites numerous State Dept and NSC boxtops who testified during the two weeks of public impeachment hearings and condemned Trump for jeopardizing the buildup of Ukraine as a pliant semi-colony and front-line state in the struggle against Russia. At several points it repeats their references to the “hot war” being fought by Faschingstein’s Ukraine proxies against Russian-backed forces in eastern Ukraine, and the need to escalate Pindo military backing for the regime. It echoes their praise for a regime that came into being in the first place in a 2014 coup carried out by Pindo-backed fascist militias which overthrew the elected pro-Russian government of Viktor Yanukovych in the so-called “Maidan revolution.” Among those hailed by the Demagogs’ star witnesses was Ukrainian Interior Minister Arsen Avakov, a sponsor of the fascist Azov Battalion, which glorifies Ukrainians who collaborated with the Nazis during WW2 against the Soviet Union and were complicit in the slaughter of Ukrainian Jews. The document is permeated with warmongering, aggressive sentiments against Russia, continuing in a new form the concocted narrative of massive Russian interference in the 2016 election and collusion by the Trump campaign with the Putin regime. The phrase “Russian aggression” occurs 20 times. It describes Ukraine as “a bulwark against Russian aggression in Europe.”

The Demagog leadership chose to time the passage of a House resolution on Tuesday opposing Trump’s talk of inviting Russia to next year’s G7 summit to coincide with the forwarding of the impeachment report to the Judiciary Committee. In keeping with the Demagog impeachment drive as a whole, the document entirely excludes Trump’s real attacks on democratic rights: the mass incarceration of immigrants and separation of children from their parents, the illegal diversion of funds to build the border wall with Mexico, the encouragement and incitement of far-right and fascistic forces. Not only is the impeachment inquiry centered on Ukraine, it is largely based on a single incident: the Jul 25 telephone call between Trump and Zelensky in which Trump demanded as a “favor” a public announcement by the Ukrainian president of an investigation into Hunter Biden’s lucrative position on the board of a Ukrainian gas company that was under investigation for corruption, as well as an investigation of alleged Ukrainian support for Hillary Clinton in the 2016 election. In his preface to the report, Schiff writes:

At the center of this investigation is the memorandum prepared following Pres Trump’s Jul 25 2019 phone call with Ukraine’s president which the White House declassified and released under significant public pressure. The call record alone is stark evidence of misconduct; a demonstration of the president’s prioritization of his personal political benefit over the national interest. In pressuring Pres Zelensky to carry out his demand, Pres Trump withheld a White House meeting desperately sought by the Ukrainian President, and critical Pindo military assistance to fight Russian aggression in eastern Ukraine. The president engaged in this course of conduct for the benefit of his own presidential reelection, to harm the election prospects of a political rival, and to influence our nation’s upcoming presidential election to his advantage. In doing so, the president placed his own personal and political interests above the national interests of Pindostan, sought to undermine the integrity of the Pindo presidential election process, and endangered Pindo national security.

The report implicates other top admin boxtops as participants in the pressure campaign against Ukraine, including Sec State Pompeo, Vice Pres Pence, Acting White House Chief of Staff Mulvaney and former Energy Sec Rick Perry. It includes a section on Trump’s obstruction of the impeachment inquiry, which documents the White House’s effort to impose a total ban on cooperation with the congressional investigation, and notes:

The White House, Dept of State, Dept of Defense, OMB and Dept of Energy refused to produce a single document in response to our subpoenas.

It lists 12 current or former admin boxtops who refused to testify, 10 of whom defied subpoenas. The list includes Mick Mulvaney, John Bolton and Rick Perry. The report states:

Indeed, it would be hard to imagine a stronger or more complete case of obstruction than that demonstrated by the president since the inquiry began.

This strongly suggests that the Judiciary Committee will include the charge of obstruction of Congress in its articles of impeachment. The Thug minority report rejects all of the Demagogs’ allegations, declaring improbably that there was no political motivation behind Trump’s demand that Zelensky announce a probe of the Bidens. The Thugs’ basic contention is undoubtedly true: the impeachment inquiry is a political operation arising from differences over policy toward Russia. Their report states:

The fundamental disagreement apparent in the Demagogs’ impeachment inquiry is a difference of world views and a discomfort with Pres Trump’s policy decisions.

In their findings, the Thugs reject the general media presentation of the corruption allegations against the Bidens as completely unfounded, noting:

The Obama State Dept noted concerns about Hunter Biden’s relationship with Burisma in 2015 and 2016.

They also cite “indisputable evidence” that “senior Ukrainian government officials opposed Trump’s candidacy in the 2016 election and did so publicly,” as well as media reports that the DNC worked with the Ukrainian Embassy to gather negative information on Trump. Notwithstanding the bitter differences over policy toward Russia between the Trump administration and the dominant factions of the national security apparatus for whom the Demagogs speak, there is bipartisan support for the anti-Russian regime in Kiev and the drive to remove Russia as an obstacle to Pindo hegemony in the Middle East and Eurasia. Both factions in the conflict are right-wing and pro-war, posing the very real danger probability of a military conflict between the world’s two biggest nuclear powers.

A manifesto of the pro-war “Resistance” in the Pindo state
Andre Damon, WSWS, Dec 4 2019

Cmdr Snodgrass in Japan in 2016

On Sep 5 2018, the NYT published an op-ed by a “senior official” in the White House entitled “I Am Part of the Resistance Inside the Trump Administration.” The anonymous author of the piece revealed:

Many of the senior officials in his own administration are working diligently from within to frustrate parts of his agenda and his worst inclinations.

The “adults in the room,” he claimed, are leading a “two-track presidency.” In that op-ed, he revealed:

There were early whispers within the cabinet of invoking the 25th Amendment, which would start a complex process for removing the president.

In other words, members of the executive branch had discussed a coup to remove a sitting president, which they pulled back from only because “no one wanted” a “constitutional crisis.” One year later the same unnamed official, whose identity is known to the NYT, published a book elaborating on themes elucidated in the editorial. A Warning is currently #1 on the NYT’s non-fiction best-seller list. The author has been publicly identified as Guy Snodgrass, a navy commander who served as the communications secretary for the DoD under ‘Mad Dog’ Mattis. Posting a report of his alleged authorship on Twitter, Snodgrass cryptically mused, “the swirl continues.” If the allegation is true, it would have ominous implications. It would mean that the NYT gave the military an opportunity to denounce a president as “amoral,” “impetuous,” “petty” and “ineffective,” and to all but advocate his removal via unconstitutional means. Snodgrass claims to be the author of perhaps the most important military document produced under the Trump administration, the unclassified summary of the 2018 National Defense Strategy, which declared:

Inter-state strategic competition, not terrorism, is now the primary concern in Pindo natsec.

We do not know whether Snodgrass is the author of A Warning, but the themes of the National Defense Strategy document are consistent with the emphasis of the book. A Warning makes one thing abundantly clear: the “Resistance” to Trump’s policies within the state, which is the basis of the Demagogs’ opposition to him, centers on claims that Trump is insufficiently aggressive in defending and expanding Pindostan’s imperial interests against Russia and China. The allegations continue:

Pindostan’s dominant role on the international stage is at risk today. Trump is not positioning us to strengthen our empire of liberty. Instead, he’s left the empire’s flank vulnerable to power-hungry competitors, with his isolationist, what’s-in-it-for-me attitude toward the world. The president lacks a cogent agenda for dealing with these rivals because he doesn’t recognize them as long-term threats. He only sees near-term deals. “Russia is a foe in certain respects. China is a foe economically… But that doesn’t mean they are bad,” the president said in one interview. What he doesn’t see is that their governments are programmed to oppose us, especially China, Russia, Iran and North Korea. Pindostan is taking its eye off the ball with China, and our national response has been ad hoc and indecisive under Pres Trump. We have no serious plan to safeguard our “empire of liberty” against China’s rise. There is only the ever-changing negotiating positions of a grifter-in-chief which will not be enough to win what is fast becoming the next Cold War. Pres Trump is myopically focused on trade with China, which is only part of the picture. In a Jul 2018 interview, the president was asked to name Pindostan’s biggest global adversary. He didn’t lead the list with China, which is stealing Pindo innovation at a scale never before seen in history, or Russia which is working to tear our country apart.

And on and on. In response to such concerns, the writer makes clear that sections of this staff were contemplating an extra-constitutional coup to replace Trump by declaring the Pindo president mad and therefore “unable to discharge the powers and duties of his office,” in the words of the 25th Amendment to the Constitution, which outlines presidential succession in the case of a presidential disability.

A back-of-the-envelope “whip count” was conducted of boxtops who were most concerned about the deteriorating situation. Names of cabinet level boxtops were placed on a mental list. These were folks who would be amenable to huddling discreetly in order to assess how bad the situation was getting, in the worst case scenario … I froze when I first heard someone suggest that we might be getting into “Twenty-fifth territory.”

Among the figures noted in the press as possibly amenable to such an endeavor were Gens Mattis, Tillerson, Kelly and McMaster. The writer describes what the removal of the president via the 25th Amendment would look like:

Removal of the president by his own cabinet would be perceived as a coup. The end result would be unrest in Pindostan the likes of which we haven’t seen since maybe the Civil War. Millions would not accept the outcome, perhaps including the president himself, and many would take to the streets on both sides. Violence would be almost inevitable. If Trump is removed from office … and he refuses to go … He will not exit quietly or easily … It is why at many turns he suggests ‘coups’ are afoot and a ‘civil war’ is in the offing.

One does not know whether the author has really had a change of heart about overthrowing the Pindo government in a coup or whether he is a military person and fears a court martial for treason, but in any event he concludes:

In a democracy we don’t overthrow our leaders when they’re underperforming. That’s for third-rate banana republics and police states.

How reassuring! After only three paragraphs weighing in on the merits of the impeachment proceedings, the author concludes:

One option and one option only stands above the rest as the ultimate way to hold Trump accountable.

This one way is to unseat him in the 2020 election. Politically, the author appears to be an anti-Trump Thug. He urges his “fellow Thugs” to vote for a centrist Demagog if one is nominated, as long as the candidate is not a “socialist.” Two “warnings” are to be drawn from this book. First is the enormous crisis of democracy in Pindostan, which has degenerated to the point where cabinet boxtops, most of whom are or were military officers, abetted by the media, discuss a coup as a legitimate means to resolve policy differences. Meanwhile, the president repeatedly threatens to stay in office past the two-term constitutional limit, and effectively asserts unlimited and dictatorial executive powers. While the threat posed by Trump to democratic rights is immense, no one who opposes war and attacks on democratic rights can have anything to do with the aims and intentions of the author of this book. Behind his pilfered, cobbled-together quotations and his ridiculous attempt at gravitas, he is a bloodthirsty advocate of imperialist war. The Demagogs who have upheld this man and people like him as the “adults in the room” and the antidote to Trump are infected with the same poison. The struggle to remove Trump and to hold him to account for his real crimes will have nothing to do with people such as “Anonymous” or the Demagog impeachment campaign, which is totally aligned with his pro-war agenda.

In lieu of court-martial, this harebrained, dime a dozen naval officer has a standing invitation to my home in Pennsylvania to have his pathetic ass kicked by a far better informed naval officer. McMasters, Kelly and that ever execrable Mattis can join in his defense. From what Commissioned Oath of Office, Title X U.S. Code and Constitution are these dimwits reading? How did these sycophantic strivers ever get commissioned let alone promoted to senior and flag rank? This crap is right out of the Admiral Thomas Moorer Chairman Joint Chiefs spying operation on the Nixon presidency. Moorer and his coterie of likeminded 4-stars, featuring Admiral Elmo “Agent Orange” Zumwalt, suffered delusions of grandeur thinking they understood the issues “inimical to the security of the United States” better than their popularly elected civilian boss, namely Richard Milhous Nixon. Of course, much like today, the Navy was adamantly against normalizing relations with China and Russia.
