The assassination of Qassem Suleimani and the criminalization of Pindo state policy

On Sunday, the NYT published a detailed account of the Trump administration’s decision to murder Gen Qassem Suleimani on Jan 3 2020, based on high-level sources within the Pindo government. The NYT report makes clear that, far from being a spur-of-the-minute decision by Trump, the murder of Suleimani had broad support within the executive branch and the intelligence agencies, which had planned this crime for the past 18 months. The account implicates former NSA Bolton, Sec State Pompeo and DCI Gina Haspel in advocating and plotting the murder. The NYT report presents a picture of a criminal state, in which the most flagrant violations of the law are treated as routine. It is a testament to the degree to which Pindo foreign policy has been criminalized after nearly two decades of GWOT. The article makes clear that the Trump administration’s motives for murdering Suleimani had nothing to do with a supposedly “imminent” threat, as claimed by White House officials. Rather, Pindostan wanted to retaliate against Suleimani for a series of Pindo policy setbacks for which the Pindo state held him responsible. The NYT writes:

By the end of 2019, General Suleimani could boast of a number of Iranian accomplishments: Assad, was safely in power in Damascus, prevailing in a bloody, multifront, years long civil war and the Quds Force had a permanent presence on Israel’s frontier. A number of militias Gen Suleimani had helped foster were receiving salaries from the Iraqi government and exerting power in Iraq’s political system. … For the past 18 months, officials said, there had been discussions about whether to target Gen Suleimani. … By the time tensions with Iran spiked in May with attacks on four oil tankers, then-NSA Bolton asked the military and intelligence agencies to produce new options to deter Iranian aggression. Among those presented to Bolton was killing Gen Suleimani and other leaders of the IRGC. At that point, work to track Gen Suleimani’s travels grew more intense.

By September, CENTCOM & SOCOM were brought into the process to plan a possible operation. Just days before he was killed, Suleimani met with Nasrallah in Lebanon. According to the NYT, Nasrallah warned him that the Pindo news media was focusing on him and publishing his photograph. The NYT quotes Nasrallah as saying:

This was media and political preparation for his assassination.

In the days leading up to the strike, CIA Director Gina Haspel advocated for the murder, according to the NYT, arguing that “the consequences of not striking Gen Suleimani were more dangerous than waiting.” Haspel presided over a CIA “black site” torture facility under Bush 43 and was implicated in the destruction of CIA tapes of detainees being subjected to waterboarding. Among the most revealing elements of the report is the following sentence:

He told some associates that he wanted to preserve the support of Thug hawks in the Senate in the coming impeachment trial.

In other words, if the NYT’s account is true, domestic political calculations played a significant role in this crime. Assassination violates Pindo and international law, and Pindostan’s own constitution. The bill of rights specifically states:

No person shall be deprived of life, liberty or property without due process of law.

In 1975, the Senate’s Church Committee exposed CIA assassination plots against a number of foreign leaders, forcing Ford 38 to sign EO 11905, which declares:

No employee of the Pindo Government shall engage in or conspire to engage in political assassination.

Suleimani was a high government official of a sovereign state. As a general he was a peer of Pindo military leaders in the fight against Daesh. He was murdered in Iraq while visiting in an official capacity, to meet with the Iraqi PM. This was a war crime and an act of war. Bush 43 used the still-unexplained 9/11 attacks to carry out a full-scale assault on democratic rights and international law, creating a system of mass warrantless domestic surveillance in violation of the Constitution’s Fourth Amendment and torturing thousands of people in violation of the Eighth Amendment. Pindostan illegally invaded Iraq in defiance of the UN whose Sec-Gen Kofi Annan declared:

From our point of view, and the UN Charter point of view, it was illegal.

Obama 44 expanded on the crimes of Bush 43, carrying out more than 500 drone strikes throughout the MENA, with the body count in the thousands or tens of thousands. In a ritual known as “Terror Tuesdays,” Obama would personally pick the individuals to be blown to bits by drone-launched missiles. Obama took the extraordinary step of assassinating a Pindo citizen named Anwar al-Awlaki, followed two weeks later by his 16-year-old son, also a Pindo citizen. At the time, Obama’s DoJ asserted the right to kill Pindo citizens, including within the borders of the CONUS. With each killing, the stakes have been raised, with state murder playing a greater and greater role in the political life of Pindostan. The contemporary form of “targeted killing” was pioneered by Israel. In the words of Israeli journalist Ronen Bergman:

Since WW2, Israel has used assassination and targeted killing more than any other country in the West.

During the second Intifada in the early 2000s, the Israeli government routinely dispatched assassination squads or helicopter gunships to murder Palestinian activists and political figures. A UN fact-finding commission concluded:

These assassinations are grave breaches of the Fourth Geneva Convention, Article 147, and of international humanitarian law.

At that time, Pindostan & its Euro vassals distanced themselves from the Israeli murder policy. The Middle East Policy Council noted:

Some Bush administration officials have criticized the assassination squads, but chief Demagog foreign-policy spox Biden has unambiguously defended the Israeli use of these extra-judicial assassinations.

Now the practices of Israel, a pariah state from the standpoint of international law, have been adopted by the world’s leading “Western democracies.” Besides Pindostan, France and Britain both operate their own “kill lists.” It should be noted that, despite criticisms of the expediency of killing Suleimani by Bernie Sanders, Elizabeth Warren and others, noCongress crittur has publicly called the killing a crime or demanded that Trump be impeached or prosecuted for this grave violation of the Constitution. No one should believe that the open use of extra-judicial state killing will remain confined to regions outside the borders of Pindostan. Sooner or later, Pindostan will claim an “imminent threat” to murder one of its own citizens within its borders. Under the pressure of endless, disastrous wars that have failed to reverse the decline in the global position of Pindo imperialism, compounded by economic instability, soaring social inequality and the growth of the class struggle, the ruling class sees in the turn to open criminality the only means to secure its social and economic interests. What it fears most of all is the growth of mass popular opposition, to which it will respond with violence. The murder of Gen Suleimani has shown once again that there is no faction of either the two main parties that defends democratic rights. The defense of the most fundamental rights enumerated in the Constitution and the defeat of the ruling-class drive for war and dictatorship require the mass mobilization of the working class in opposition to the capitalist system that the Trump administration personifies.

House Demagogs to forward Trump impeachment articles, setting stage for Senate trial
Patrick Martin, WSWS, Jan 13 2020

House Speaker Nancy Pelosi announced Friday that she would begin the process of transmitting articles of impeachment against Trump to the Senate this week. She sent a “Dear Colleague” letter to every House Demagog saying the meeting of the House Demagog caucus set for Tuesday morning would take the final steps. Pelosi initially indicated that the caucus meeting would discuss which House members would serve as impeachment managers and schedule the vote to select them—the final action required before the beginning of a Senate trial of Trump—leading to reports that the trial could begin as early as Thursday. But in Sunday’s ABC This Week interview with George Stephanopoulos, she seemed to hedge her bets, saying:

We will vote in our meeting on sending them over, and on when we send them over.

That could delay the opening of the Senate trial until later in the month. Pelosi evidently failed to obtain any concessions from McConnell on issuing new subpoenas for new witnesses and documents beyond those already used by the House Judiciary Committee in drafting the two articles of impeachment adopted by the House on Dec 18. McConnell announced last week that he had 51 Thug votes in the Senate to begin the trial without new witnesses or documents, and to revisit the issue after House impeachment managers and attorneys for Trump presented their cases. Given the 53-47 Thug majority, at least four Thug votes would be required to change the rules governing the trial. Senate Demagogs have named four officials as witnesses they want to be called: White House acting CoS Mulvaney, former NSA Bolton and two lower-level aides, Robert Blair and Michael Duffey. All four would likely testify about Trump’s decision to withhold military aid from Ukraine, rather than his demand that the Ukrainian government announce an anti-corruption investigation into potential Demagog opponent & former Vice Pres Biden. The Demagogs’ list of witnesses underscores the right-wing character of the charges brought in the House impeachment inquiry. It confirms that the real driving force of impeachment is not the professed indignation of the Demagogs over Trump’s use of his presidential powers to gain an advantage over a political rival, but rather the concerns within the CIA, Pentagon and State Dept over the disruption of a long-standing effort to use Ukraine as a base of military operations and provocations against Russia. Pelosi reiterated these concerns in her Sunday interview with Stephanopoulos. She seemed to concede in advance that Trump would not be removed from office by the Senate, but declared:

We have confidence in our case that it’s impeachable and this president is impeached for life, regardless of any gamesmanship on the part of Mitch McConnell. Everything that he has done, whether it’s in Syria vis-a-vis the Turks, whether it’s been in Ukraine in terms of withholding assistance as they try to fight the Russians, his denial about their role in our election then and now, all roads lead to Putin, and sometimes I wonder about Mitch McConnell too, what’s he, why’s he an accomplice to all of that.

While Trump declares that the congressional Demagog leadership could not be briefed in advance about the assassination of Gen Suleimani because they would have leaked it, implying that they are traitors, Pelosi suggests that not only Trump but also Mitch McConnell are agents or “accomplices” of Putin. Once a Senate trial begins, the upper chamber will operate under unusual procedures, including sessions six days a week with all other business set aside until the trial’s conclusion. Chief Justice John Roberts will preside and senators are barred from speaking or even asking questions. Instead, they must submit questions in writing to Roberts, who will read them out. The five senators who are currently candidates for the Demagog presidential nomination (Bennet, Booker, Klobuchar, Sanders & Warren) would essentially be taken off the campaign trail for the duration of the Senate trial. All but Bennet are actively contesting the Iowa caucuses, where voting takes place on Feb 3. McConnell has insisted on applying the same rules to the trial of Trump in 2020 that were used in the 1999 Senate trial of Clinton, which gave 24 hours of trial time to the House impeachment managers and an equal amount of time for the president’s defense, followed by 16 hours of questioning by senators, conducted through the chief justice. In the Clinton trial, the Senate voted to subpoena three witnesses who had already testified before the House. In the case of Trump, the Demagogs are seeking the testimony of witnesses who refused to testify voluntarily before the House committees that conducted the impeachment inquiry. There is a particular focus on Bolton, who was described by other witnesses as adamantly opposed to any delay in the release of military aid to Ukraine. At one point, Bolton reportedly described Trump’s efforts to obtain political assistance from Ukraine as a “drug deal.” Bolton unexpectedly announced Jan 6 that he would be willing to testify before the Senate if he were subpoenaed. He refused to testify voluntarily before the House, and the House Intelligence Committee decided not to issue a subpoena after Bolton’s lawyer suggested he would fight it in court. Trump declared Friday that he would invoke executive privilege to block Bolton’s testimony in the event the Senate decided to subpoena him. He claimed this was not because Bolton’s testimony would be damaging, but to preserve confidentiality “for the sake of the office.” Several Thug senators considered to be possible defectors on a procedural vote, including Susan Collins of Maine and Mitt Romney of Utah, have expressed interest in having Bolton testify at the trial.
