The use of the expression “Nagorno-Karabakh” in the statements of the Russian Ministry of Defense dated Mar 26-27 is disrespectful to the territorial integrity of the Republic of Azerbaijan, which is recognized and accepted by the international community, including the Russian Federation. We remind the Ministry of Defense of the Russian Federation that Article 1 of the Declaration on Allied Interaction signed by the Presidents of the two countries on Feb 22 2022 states: “The Russian Federation and the Republic of Azerbaijan build their relations on the basis of allied interaction, mutual respect for independence, state sovereignty, territorial integrity and inviolability of the state borders of the two countries, as well as adherence to the principles of non-interference in each other’s internal affairs, equality and mutual benefit, peaceful settlement of disputes and non-use of force or threat of force.” The statement of the Russian Ministry of Defense also demonstrates disrespect towards the declaration signed by the President of the Russian Federation, Commander-in-Chief of the Russian Armed Forces Vladimir Vladimirovich Putin.

In a statement released on Mar 26, the Russian Ministry of Defense said that on Mar 24-25 the Azerbaijani Armed Forces violated the terms of the Nov 9 2020 Statement of the leaders of Armenia, Russia and Azerbaijan, entered the area of responsibility of the Russian peacekeeping contingent in Nagorno Karabakh and installed an observation post. “4 strikes were carried out on the armed formations of Nagorno Karabakh with Bayraktar TB2 UAVs in the section of Parukh village,” the Russian military added. The Russian Ministry of Defense further said that the Russian peacekeeping contingent’s command is taking measures to resolve the situation and return the troops to their initial positions. “The Azerbaijani side was urged to pull back its troops,” the Russian Ministry of Defense said. On Mar 24-25 the Azerbaijani troops attacked Artsakh (Nagorno Karabakh) military positions and invaded the Parukh village. Azeri drone strikes killed 3 Artsakh troops and wounded 15 others.

The Biden administration’s real and desperate intention in the Ukraine crisis has been exposed: to turn Ukraine into a mire so that Russia keeps bleeding, and to force Russians to yield again and choose a pro-US regime, said experts on Sunday, as Biden on Saturday said Putin “cannot remain in power.” The remarks indicated that the US president may have been frustrated by Moscow’s resistance against US sanctions and isolation through effective countermeasures. Biden made the shocking remarks at the end of his speech in Poland. “For God’s sake, this man cannot remain in power,” he said. The US president has hurled invective at Putin throughout the crisis in Ukraine, labeling him a “murderous dictator” and a “war criminal,” but the White House is making efforts to quell the negative impact of the President’s words. Analysts said that professional diplomats in Washington understand how dangerous it could be if the leader of the US openly calls for regime change of another major nuclear power and a permanent member of the UNSC, so the White House has to minimize the uncertainty brought about by Biden’s words.

Wang Yiwei, director of the Institute of International Affairs at Renmin University of China in Beijing, told the Global Times on Sunday: “Biden has just said what’s really on his mind about the Ukraine crisis. All of those sanctions, stigmatizations and demonization against Putin and Russia just serve one key purpose: to make Russia collapse again, like the West did to the Soviet Union in the past. US decision-makers like Biden are expecting another Mikhail Gorbachev to emerge and replace Putin. This is the best result that the US hopes to get.” Lü Xiang, a research fellow at the Chinese Academy of Social Sciences, said that these data and polls explain why the US president is so frustrated: “Because his administration’s moves like sanctions and isolation against Russia are not as effective as he expected, and by expressing extreme hostility toward Putin at an international public occasion, Biden is making the US-Russia tensions personal, and this has also increased difficulties in fixing ties with Russia.” Russia is a major country that cannot be bullied and intimidated, said experts, adding that the more pressure the West exerts, the more united the Russians will be.

The situation today is very different from the Cold War between the US and the Soviet Union. The Russian government has great support from its people, and the West is not united while European major powers are keeping their distance from the US’ extreme stance toward Russia, analysts said. Cui Heng, an assistant research fellow from the Center for Russian Studies of East China Normal University, told the Global Times that “Biden’s speech is a signal to US allies in Europe, especially to those who are seeking negotiations with Russia for a new security mechanism.” The US is forcing all Western countries to isolate Russia by denying the legitimacy of the Putin administration, because its anti-Russia strategy won’t work if its European allies choose a pragmatic approach, Cui said. Li Haidong, a professor from the Institute of International Relations of China Foreign Affairs University, said: “Relations between the US and Russia cannot be fixed, and will continue to worsen.” NATO will keep arming its member states and keep expanding eastward, so prospects for Russia-US ties remain pessimistic, Li said, noting that Russia and the EU might be able to fix ties one day, but the US and Russia won’t have a similar chance as the contradictions between them are structural.

Most citizens of Ireland want to boost military spending and nearly half want to join NATO in response to Russia’s invasion of Ukraine, according to a new poll. The findings by pollsters Red C, published in Sunday’s Business Post newspaper in Dublin, suggest sharply shifting public attitudes on Ireland’s official policy of neutrality. It found that 48% now want to join NATO versus 39% opposed, a record high for this question. As recently as January, a similar poll found only 34% support for joining the transatlantic military alliance. Later this week Dáil Éireann, Ireland’s lower house of parliament, will debate a bill seeking to amend Ireland’s 85-year-old constitution to include neutrality. The bill is sponsored by five socialists in the 160-seat Dáil. Germany is considering purchasing a missile defence system to shield against a potential attack from Russia, Chancellor Olaf Scholz said late on Sunday. “This is certainly one of the issues we are discussing, and for good reason,” he told public broadcaster ARD when asked whether Germany might buy a defence system such as Israel’s Iron Dome. He did not specify what type of system Berlin was considering. When asked whether Germany aimed to procure a missile defence system with a longer range than its existing Patriot batteries, Scholz said. The Bild am Sonntag newspaper reported earlier a missile defence shield for the whole territory of Germany was one of the topics discussed when Scholz met with Eberhard Zorn, Germany’s chief of defence. Specifically, they spoke about a possible acquisition of the Israeli “Arrow 3” system, the paper said. Andreas Schwarz, a member of parliament for Scholz’ Social Democrats who is a budget spokesperson, told the newspaper such a system made sense. He said: “We need a Germany-wide missile defence shield quickly. The Israeli Arrow 3 system is a good solution.” In a landmark speech days after Russia’s Feb 24 invasion of Ukraine, Scholz announced that Germany would sharply increase its defence spending to more than 2% of its economic output and inject €100b into defence.

KRALJEVO, Serbia – Thousands of Serbian people with lit candles and tear-stained eyes marked the 23rd anniversary of the NATO bombing of Yugoslavia at a remembrance day ceremony here on Thursday. A key event of the Remembrance Day for the Victims of the NATO Aggression was held at a square in the center of the Serbian city of Kraljevo, a city that was among the most frequent targets during the 78-day NATO aggression on Yugoslavia. Speaking to representatives from the government, military, police and citizens, Serbian president Aleksandar Vucic described the aggression as a “brutal, horrible, criminal, inhuman attack on a small country.” He reminded the audience that NATO bombs, including cluster bombs and depleted uranium, destroyed tens of thousands of houses, along with schools, hospitals, and even kindergartens. “We will not kneel and we will not beg, we want to keep the memory of the victims and we will never forget what you did to this country and people,” he said. In 1999, the US-led NATO forces carried out continuous airstrikes for 78 days against Yugoslavia, leaving more than 8k civilians dead or injured and nearly 1m displaced. Some local residents told Xinhua that they felt strong emotions while recalling the bombing, which they all described as a horrible page in their lives. Dragan Stanojevic, who is from Kraljevo, recalled that one of the first bombs fell here at the Ladjevci military airport. He said: “I felt this moment very strongly. In this city, many people died at the hands of NATO. I keep only the worst memories from this time, and I wouldn’t like anyone to experience war as it happened here.” Ana, who was born in Pristina and now lives in Belgrade, said that her hometown was heavily bombed during the war. Ana said: “It was really painful to travel back into that past. I was just a kid and it left a huge scar on my life. The bombing left ruins everywhere in my hometown, and the invasion paralysed our nation.”

Russia has accused Azerbaijan of violating a Russian-brokered ceasefire that stopped the 2020 war in Nagorno-Karabakh and called for the withdrawal of Azerbaijani forces from an area in eastern Karabakh occupied by them this week. The Azerbaijani army on Thursday reportedly captured Parukh, a village in Karabakh’s Askeran district, before advancing towards strategic hills to the west of it controlled by Karabakh Armenian forces. Fighting in that area continued for the second consecutive day on Saturday despite the presence of Russian peacekeeping troops. In a statement released on Saturday, the Russian Defense Ministry said that Azerbaijani army units “entered the zone of responsibility of the Russian peacekeeping contingent” in breach of the 2020 truce accord. It also confirmed that they used Turkish-made combat drones to strike Karabakh Armenian positions near Parukh. “At present, the command of the Russian peacekeeping contingent is taking measures to resolve the situation and return the troops to their original position,” added the statement. “A call for the withdrawal of the troops was sent to the Azerbaijani side.” The Russian Foreign Ministry said, meanwhile, that it is “extremely concerned” about the rising tensions in Karabakh. It urged the warring sides to “show restraint” and avoid ceasefire violations. Earlier on Saturday, the Armenian Foreign Ministry urged Moscow to “issue a clear demand” for the Azerbaijani withdrawal. It said Yerevan also expects the Russian peacekeepers to take other “concrete, visible steps to resolve the situation.” The US also expressed serious concern over the movement of Azerbaijani troops in Nagorno-Karabakh, and considers these and other escalation moves irresponsible and provocative. Jalina Porter, Principal Deputy Spokesperson at the US State Dept, told reporters on Friday. “The US is deeply concerned about the movement of Azerbaijani troops in Nagorno-Karabakh. The movement of troops and other escalation moves are irresponsible and create an unnecessary provocation,” she said. “We are closely monitoring the situation along the line of contact,” Porter said. “Armenia and Azerbaijan need to use direct channels of communication to immediately de-escalate,” she said.

The ruling Georgian Dream party and opposition MPs on Sunday asserted the country was on a “peaceful path” and would not get involved in war, following remarks by Oleksiy Danilov, the Ukrainian Secretary of the National Security and Defence Council, who said Georgia would “greatly help” Ukraine by opening military fronts against Russia to forcefully regain control over the occupied breakaway Abkhazia and Tskhinvali (South Ossetia) regions. In his comments, Danilov had also said Georgia was “not behaving very correctly, to put it mildly” in its stance on Ukraine amid Russia’s invasion of the country. But Mikheil Sarjveladze, the Chairman of the Parliamentary Committee on Human Rights, said there was “no justification” for calling Georgia to get involved in war. It is very important to say that [Georgia’s involvement in war] will not assist Ukraine in any way,” Sarjveladze added. In his response, Nikoloz Samkharadze, who chairs the Parliament’s Foreign Affairs Committee, expressed his hope that Danilov’s statement was “fake.” I hope that it is fake. Is the National Security and Defence Council Secretary of Ukraine calling on Georgia to deviate from its peaceful policy for restoring territorial integrity by opening the second front, so that our towns and villages would get destroyed and Georgian women and children would die too? “I will not allow Bulgaria to be involved in the war.” This was stated by the head of state Rumen Radev. “I have been chosen to uphold security and peace in Bulgaria. The price of war is paid by the citizens, not the television preachers. My concern is the people,” he said in response to a question about our country’s refusal to send weapons to Ukraine. He also commented on the latest statements of the Russian ambassador to Bulgaria. “I expect not only the ambassador of the Russian Federation but also everyone else, to work and express themselves within their status and with respect for the institutions in our country,” he said. Radev said he expects the government to focus on ensuring energy and production security.

Živadin Jovanović was foreign minister of the Federal Republic of Yugoslavia from 1998-2000, including during the 78 days of NATO’s air war of 1999. As can be heard, he is both informed and humane, an internationalist in the true sense of the term: someone who values harmony between nations and peoples. Attention is drawn to his notion of a democratic world order, one in which democratic norms obtain between as well as in nations; his stress on the need for peace, security and development in the world; his assertion that the first war in Europe since World War II is not the current one in Ukraine but that waged against his country twenty-three years ago, and that the former is the inevitable result of the latter; that, however, the current phase of European, and in many senses global, violation of international law commenced in furtherance of NATO expansion in 1999 has now assumed a nuclear dimension, particularly with the announcement by Germany that it will increase its military spending by $100b including with the purchase of 35 nuclear-capable F-35s. He also warns that unprecedented sanctions leveled against Russia can have consequences both on international trade and finance and on creating starvation in parts of Africa and Asia.
