VTsIOM on support for the accession of new constituent entities of the Russian Federation

The All-Russian Center for the Study of Public Opinion (VTsIOM) presents data from a survey commissioned by the Expert Institute for Social Research (EISI) on the perception by Russians of referenda on the entry of new territories into Russia. Russians demonstrate absolute awareness of holding referendums in the LDPR and liberated areas of Kherson and Zaporozhye regions: 96% have heard about them to some extent; 80% of them know it well; 4% learned about the referenda for the first time during the survey. According to 77% of informed Russians, the referenda were held honestly, without serious violations. 11% are sure of the opposite. 12% difficulties with answering this question.

75% of citizens reacted positively to the entry of the LDPR and liberated areas of Kherson and Zaporozhye regions to Russia. 52% said this with full confidence. Neutral assessments were expressed by 12%, negative assessments by 11%. With regard to the need to protect the population of the LDPR, Kherson and Zaporozhye regions, even if this complicates relations with other countries, a positive assessment also prevails. 83% of citizens believe that Russia should protect the interests of the inhabitants of these territories. The opposite position is held by 11%. 6% found it difficult to answer. Interestingly, support for the accession of new regions was even higher than the current average support for SVO, which usually fluctuates around 70-75%.

The main problem of the authorities at the current stage is not to convince the population that the authorities in Ukraine are doing it right. The main problem of the authorities is that society wants to see the effectiveness of actions to achieve their goals. Military failures in Kharkiv and Kherson regions turned out to be quite painful, and now society expects that after the completion of mobilization and achieving common superiority, the army will resume active offensive operations in order to achieve the stated goals. But objectively this is unlikely to happen before late Nov or early Dec 2022. Most likely, during the winter we will observe how the AFRF will fight for the return of the operational initiative.

Following the State Duma, the Federation Council also approved documents on the admission of four new constituent entities of the Russian Federation to the Russian Federation: the DPR, LPR, Kherson and Zaporozhye regions. The DPR and the LPR will retain their names, which will be included in the Constitution of the Russian Federation with appropriate amendments related to the new regions. Customs on the border with the LDPR will be removed in the coming week. The border of Crimea with Kherson region has already been removed, but the checkpoint regime will be maintained for the duration of hostilities, which is quite logical, given the activity of Ukrainian terrorists. There is no clarity about the new federal district yet: neither by name, nor by configuration, nor by manager. But taking into account the creation of the Crimean Federal District in 2014 (existed until 2017), we will probably see a new administrative structure. The hryvnia will go out of use in new territories from Jan 1 2023, now there is a further increase in the ruble mass, which will allow to painlessly complete the process of breaking with the hryvnia and ensure the fulfillment of all social obligations in rubles. Ukraine approved the decision of the National Security and Defense Council “on the impossibility of negotiations with Putin.” As we wrote back in March, there are significant doubts that Putin and Zelensky will ever meet again. In the end, only negotiations with the US regarding Ukraine as its real owners are essential. The desires or unwillingness of Ukrainian puppets play a near-zero role here.

North Korea recognized referenda

The DPRK Foreign Ministry supported the results of referenda in the LDPR, Kherson region and Zaporozhye on joining Russia. This is reported by the Central Telegraph Agency of Korea. Cho Chol-soo, Head of the DPRK Foreign Ministry Department for International Organizations, said:

We respect the will of the residents of the LDPR, Kherson and Zaporozhye regions who sought to join Russia, and support the position of the Government of the Russian Federation on the admission of the above regions to their composition.

According to the North Korean diplomat, the referenda were held “in accordance with the UN Charter, which defined the principles of equality of people and their right to self-determination.” Cho Chol Soo stressed that the popular vote “fully reflected the will of local residents, and the majority of voters supported joining Russia.” Also, a representative of the DPRK Foreign Ministry, commenting on the US resolution condemning the referenda in the LDPR, Kherson region and Zaporozhye, accused Washington of interfering in the internal affairs of independent countries and encroaching on their rights. According to Cho Chol-soo, the US, seeking to preserve a unipolar world, is “abusing the UNSC.”
